Isaf Nations cup 2009 grand final

23 – 28 March 2009, Porto alegre, brazil

A report from the ISAF Technical Delegate Helmut Czasny dated 6 April 2009

Venue

The ISAF Nations Cup 2009 Grand Final took place in Porto Alegre, Rio Grande do Sul, Brazil from 23 to 28 March 2009.

The championship was organised by the Veleiros do Sul in conjunction with Confederacao Brasileira de Vela e Motor. The club provided outstanding facilities ashore and equipment afloat for the success of this event. The club which is amongst the leading sailing clubs in South America hosted many major sailing including the Soling World Championships and many Continental Championships.

Veleiros do Sul became the first Brazilian Match Race training centre and the equipment – J/24s – were used for the Grand Finals.

Teams

10 Teams in the Open division and 9 team in the Women’s division representing 13 nations from five continents (Asia, Europe, North America, Oceania and South America) took part in the event including the reigning Women’s World Champion, Claire Leroy, and the Olympic Gold Medallist from Qingdao , Anna Tunnicliffe.

Organising Committee

Chairman of the OA: Nelson Horn Ilha

Event Manager: Odecio Carlos Adam

PRO: Ricardo Navarro, IRO, BRA

Chief Umpire: Sally Burnett, IU/IJ, GBR

Deputy Chief Umpire: Miguel Allen, IJ/IU, POR

The organising committee had great experience in organising major sailing events and did an outstanding job. All of the competitors and race officials were very satisfied.

Equipment

The boats used for the Grand Final were J/24s to be sailed with a crew of four. The boats were equipped with one main sail, jib and spinnaker. All boats were reconditioned and had new sets of sails just before the event so there was equal material on all boats in fantastic conditions.

The number of breakdown flags and breakdowns was very low.

report9

Race Committee

The Race Committee chaired by the very experienced Ricardo Navarro and Odecio Carlos Adam had several boats at their disposal: two boats were used to lay and adjust the course (a 26’ starting vessel and 16’ rib to lay the marks), two security RIBs to control the racing area and to prevent leisure boat to enter the area and one RIB as gear boat.

The number of crew members were typically for Match Racing events (5 persons at the start, 2 on the ribs), and all of them had enough knowledge of their jobs.

The race committee was very proactive and reacted very fast on changes of the wind conditions.

Sailing Instructions

The Sailing Instructions were based on the ISAF Standard Sailing Instructions and written by the Technical Delegate and revised by the Chief Umpire and the PRO. There was no amendment to the sailing instructions.

Courses and Format

The race area was just in front of the club at Crystal Bay which was very spectacular as racing could be followed from the club ground. The racing area contained an obstruction area at the southern end; this area was described in the Sail ing Instruction and did not cause any problems.

report4

The format of racing consisted of a Round Robin, a Repechage for the skippers ranked 4 to 7 in the Round Robin, Semi Finals and Final.

The Round Robin was sailed on day 1, day 2 and partly on day 3 while the repechage took place on day 3 and 4. This guaranteed that all teams had at least three racing days and it was the most fair selection process for the Quarter Finals.

Sail ing conditions were perfect despite an unfavourable weather forecast for the second part of the event.

The Umpire team was very experienced and all decisions were accepted without any doubts by the competitors.

Sally Burnett did a great job as Chief Umpire and conducted her team in a perfect way. She was always friendly to the Officials as well as to the competitors. She was open to discuss the decisions together with his team and the competitors and tried to solve all questions. Sally received significant support from the Deputy Chief Umpire, Miguel Allen as well as from the rest of the umpire team.

Media and spectators

The organisers made a great effort to make this attractive for spectators, in particular for members of the host club and for the event sponsors. A grand stand for 500 spectators, a championship village for both competitors and visitors and live commentary was provided.

report2

On the last day more that 50 spectator boats went afloat and anchored around the pre start area.

The Veleiros do Sul provided professional media services throughout the event. The event was covered by local Brazilian newspapers and radio stations daily.

Weather

The weather conditions were very good. Daily highs of 32 degree Celsius and bright sun shine allowed always a very good lake breeze to develop up to 22 knots.

Opening and Closing Ceremonies

The opening and the closing ceremony took place on the club’s premises. The opening ceremony which was organised on the evening of the practice day was split into two sections – the official speeches and the presentation of the teams.

The closing ceremony was held in the evening after the last race of the finals and took place in the main hall. The Commodore of the host club and representatives of the Brazilian Confederacao de Vela e Motor presented the medals and flowers whilst ISAF Vice President Teresa Lara presented the perpetual trophies for the Nations Cup winner in each division.

Accommodation for competitors and race officials

Race Officials from overseas were accommodated at the 4**** Millenium Blue Tree Hotel in the city centre.

The organisers offered accommodation free of charge for competitors at the club’s dorm. This service was much appreciated by competitors.

Social program and Meals

The organisers offered a large number of social activities for the competitors. There was a daily buffet breakfast offered at the club house together with drinks and snacks after racing.

There was a buffet style dinner following the Opening Ceremony and a seated dinner after the prize giving. These functions were attended by all of the competitors and the final dinner was an appropriate end of the championship.

In addition, the Samba night and the Gauchos night were much appreciated by the competitors.

Lunch was provided daily. Packed lunch boxes were delivered on the water and the organisers tried to satisfy all individual needs. This service was much appreciated.

Budget and Sponsorship

The budget of the event was approximately EUR 100.000. This includes accommodation and food for the competitors and race officials, travel expenses for the officials, costs for the preparation of the equipment and costs for the infrastructure.

The organisers could secure three main sponsors, Volvo, Banrilsul and Unifertil. In addition they had several small sponsors and supporters as well.

Finally, the Brazilian MNA supported the organisers with many different services.

Summary

The ISAF Nations Cup 2009 Grand Final was a very successful event. The Organising Authority – Veleiros do Sul and the Confederacao Brasileira de Vela e Motor – gave all their input to make an unforgettable event for both the competitors and spectators. The standard of competition was very high and the competitors showed Match Racing on a true world championship level.
